Technical Specialist / Senior Performance Management Specialist Specialist at Abt Associates

Abt Associates, a mission-driven, global leader in research and program implementation in the fields of health, social and environmental policy, and international development, seeks qualified candidates for the anticipated USAID Zambia Family Health and Nutrition program to improve the capacity of the public health system to sustainably deliver quality reproductive, maternal, newborn, child, and adolescent health and nutrition services (RMNCAH&N) across four provinces of Zambia.

The Senior Performance Management Specialist will lead the design and execution of the project’s technical assistance to strengthen the use of the MOH performance management systems at national and subnational levels. S/he will work with Central MOH technical counterparts to promote best practices in use of performance management systems; assist counterparts to strengthen guidelines and tools for performance management in order to improve the ability of the systems and personnel to deliver results; support the work of the project Provincial Team Lead’s at the subnational level to implement interventions to strengthen PHD and DHD use of key MOH performance management systems. This position will report to the Deputy Chief of Party and is based in Lusaka with extensive travel in Zambia. The position is contingent upon contract award to Abt Associates.

Preferred Skills / Prerequisites

• Master’s Degree in Public Health, Management or relevant field
• At least 10 years of work experience in the health sector
• Experience at provincial or district levels of the health system in Zambia
• Excellent computer, communications, and organizational skills
• Proven ability to write technical papers and reports
• Experience building and maintaining partnerships with other projects, local organizations, host country governments and international agencies
