Brilliance Executive Management Consultancy Limited-BEMCONSULT has been given the mandate by one its clients, an International NGO to assist in the recruitment of a highly qualified and professional from the NGO sector.

Job Purpose

The Country Director (CD) will strategically lead the development and implementation of the organization’s programs in Zambia, and lead a multi-disciplinary country team, ensuring alignment to the strategic plan and organizational direction. Will also ensure quality programming and organizational success, the CD will draw on resources from the Head Office departments of finance, human resources, communications, business development, operations, programs and technical support.

Summary of Key Responsibilities;

Leadership and Management

  • Lead the development, implementation and review of country strategy and operational plans, including annual work plan and budget, aligned to the organization’s strategic plan.
  • Facilitate the employment, development, and performance management of in-country staff, with the support of the Zambia senior management team, improving organizational, team, and individual performance while promoting teamwork and the values, mission, vision and culture of the organization at all levels.
  • Build, maintain and manage effective and efficient organizational operating systems to support program service delivery such as finance, administration, IT, and HR. Ensure the sound development, implementation and ongoing evaluation of all country-level operating systems, policies and procedures.

Stakeholder Relations and Engagement

  • Represent the organization with international, national, and regional stakeholders, partners, government, and donors in promotion of the organization’s strategic objectives, ensuring smooth operation of programs and active involvement in key national processes. Manage relationships with donors and serve as the liaison to senior leaders in partner organizations.
  • Build partnerships and generate financial commitments to sustain and expand the organization’s programming in Zambia in line with organizational objectives and identified needs, including leadership for proposal development.
  • Identify and liaise with the organizations’ business development staff to respond to opportunities.
  • Manage relationships with donors and serve as the liaison to senior leaders in partner organizations

Compliance

  • Ensure the timely submission of high quality donor reports, record-keeping, and compliance to all relevant donor requirements.
  • Hold responsibility for corporate governance for Organization , ensuring compliance with all legal requirements.

Programme Delivery

  • Lead the design, implementation, and expansion of the Organization program activities in Zambia, including strategic innovations related to scaling up of geographical and technical scope, aligned to donor, MOH, and Organization priorities.
  • Manage ongoing expansion of current Organization programming and oversee quality implementation of existing program services through programmatic assessment and evaluation.

Required Competencies

  • Fluency in English essential; proficiency in at least one local Zambian language
  • Excellent leadership skills, including the ability to translate organizational vision into concrete action
  • Advanced skills in strategic and analytical thinking, problem-solving, decision-making and negotiation
  • Demonstrated excellent writing ability
  • Strong financial management skills
  • Excellent communication and interpersonal skills and an ability to conduct relationships with senior level managers, government officials and public health staff
  • Determination, resourcefulness
  • High level of computer literacy (MS Office Suite)
  • A passion for the organizations vision and mission

Qualifications and Experience

  • Bachelor’s Degree in Public Health, International Development, Management, or a related field;
  • Master’s in any of the above fields is strongly preferred
  • Minimum of 10 years’ experience in Public Health Management
  • Programming experience and technical competence in HIV/AIDS, PMTCT, RMNCH and/or ECD
  • At least 3 years in a management position, supervising senior staff, in an international or intercultural environment at the national / country level
  • Demonstrated success in organizational representation, fund development, donor and partner relationship management
  • Must be familiar with public health, MOH and the donor and national leadership context, systems and processes in Zambia
  • Must be a member of a relevant professional board
