Job Purpose

The Technical Director will lead and coordinate the implementation of all work plan activities culminating into supporting the aggregation, integration and utilization of patient level and aggregate HMIS sub-systems in the country and ensure it is being used effectively to monitor performance and progress in national and sub-national health outcomes. The Technical Director will work to improve efficiencies in health program data management and collection policies, process and tools and support the development of real time or near real time monitoring and analytics that triangulate, aggregate and visualize routine health data through proprietary analytics platforms to be deployed on the project and promote its utilization by various stakeholders. The Technical Director is part of the project senior management and will supervise teams supporting Data Analysis, Training, Deployment and Maintenance, HMIS Software development and Strategic Information. He/ She will have a reporting line to the Project Director of the IDéAS program.  The Technical Director also will act as Project Director/ Principle Investigator in periodic absence.

Key measurable outputs of the position include:

Technical leadership (development and deployment)

Oversees the entire software development cycle from determining requirements through to delivering a meaningful system.  Coordinates the integration between SmartCare and point of care systems, as well as broader HMIS systems.

Stakeholder Management

Develops and maintains positive and collaborative relationships with senior leadership throughout the ecosystem including donors, implementing partners and government officials.  Manages sensitive conversations with tact and diplomacy. Capable of representing the breadth of the SmartCare program in senior level meetings, technical working groups, and in broader forums, actively motivating towards achieving long-term program goals.

People management skills

Supervises directly unit heads for development, deployment, strategic information, and specific subcontractors supporting the program.  Includes setting expectations and performance goals, conducting regular feedback sessions, promoting personal development plans, and addressing performance related issues.

Project Management Skills

Integrates Technical functional work streams to achieve shared goals.  Monitors program progress against budget and timelines, ensuring plan adjustments are well scoped, documented, agreed and implemented.  Leads the design and implementation of internal program M&E frameworks, overseeing program performance and impact evaluation, and sponsoring program progress reporting.

Technical leadership in HMIS

Actively monitors trends and policies in national HMIS, reflecting these developments appropriately within program implementation, aligning the program with the needs of both donors and government.

Qualifications and Experience Required:

  • Bachelor’s degree in Analytics, Public Health, Social Sciences, Demography, Epidemiology, International Development or other relevant field; medical, nursing highly desired. Master’s degree in similar areas is highly desirable.
  • 10+ years’ work experience in a monitoring and evaluation reporting role with the MOH in Zambia (and or regional country)
