Assistant Country Director

CARE Canada is currently seeking an Assistant Country Director in our Zambia office.

The Assistant Country Director (ACD) is responsible for ensuring that CARE’s programmes in Zambia, tackle poverty and injustice with the overarching aim of reaching transformative social and economic equality for women and girls. The ACD will assist the Country Director maintain a high profile for CARE International in Zambia as a leader in bringing about long lasting social and economic changes.

The ACD is expected to provide innovative leadership and encourage staff to take an active role in programme design and proposal development in line with the strategic directions within the CARE Zambia Business Plan. These should be broadly in line with the Southern Africa Food and Nutrition Security and Climate Change strategy (FNS-CC), the ECSA road map and the CARE International Vision 2020, as they exist now.

The ACD will coordinate closely with the Programme Support Director and the Finance Manager to ensure that programme and project staff understand the Country Office Finance Manual and any CARE International finance directions such as the CI Shared Programme Costs (SPC) Policy as well as understanding the concept of the Direct Programme Costs (DCP). Project budgets are expected to be managed tightly and responsibly to avoid losses and/or underspending.

The ACD will work closely with, and will be supported by, the programme units at CARE Canada and colleagues in the Southern Africa region as well by CARE International members who work with CARE Zambia (CARE UK, CARE USA, CARE Deutschland, CARE Netherlands, CARE Austria).

The ACD is expected to form close relationships with all CI members to enhance CARE Zambia’s profile as a preferred Country Office to work with. This will require the SPD to give evidence of excellent performance.

• Demonstrated experience in programme and staff management

• Extensive conceptual skills including development of programme strategy
• Advanced speaking and writing skills in English
• Demonstrated experience in budget development and programme design (including concept preparation and proposal development), implementation and evaluation
• Experience in successfully managing institutional partnerships with national and international NGOs

What would make you extraordinary?

• 8 years in a senior management position in relief/development field including 2 years’ experience in coordinating programmes in food security, education, SEAD and/or water/sanitation, health/nutrition/AIDS
• Experience in economic development – particularly in value chains, higher level micro-finance, technology
• Experience and knowledge of operationalizing a programme approach, based on the underlying causes of poverty analysis and the unified framework
• Experience in programme design and oversight in resilience, community based adaptation to climate change, girl’s education, women’s empowerment, youth empowerment, emergency response, SEAD, water/sanitation, or health/nutrition/AIDS sectors
• Demonstrated experience with proposal development with range of international donors (i.e USAID, EU, DFID, CIDA)
• Experience and skills in organizational change processes
