Description

The Civil Aviation Authority (CAA), is a statutory body established by the Government of the Republic of Zambia under section 3 of the Civil Aviation Authority Act (Act No.7) of 2012. The CAA is inviting applications from suitably qualified candidates to fill the position of Finance Manager.

 1.0 Job Purpose

To manage the financial resources of the Authority in order to ensure accountability and optimum utilisation of funds.

2.0 Reporting to the Finance Director

The Finance Manager will be responsible for the management of the Finance Unit by implementing appropriate financial management policies and procedures in accordance with the relevant regulations International Financial Standards that support the implementation of the Chicago Convention.

a) Ensure timely and accurately consolidation of budget estimates in order to facilitate mobilization and disbursement of financial resources;
b) Accounting for revenue in order to ensure accountability and safety of financial resources;
c) Supervise and undertake effectively the monitoring of expenditure in order to ensure spending is in line with the budget plan and financial regulations;
d) Manage timely the processing of the payroll in order to facilitate the payment of salaries and other payroll related matters;
e) Managing the Authority’s financial accounting, monitoring & reporting systems
f) Predicting future financial trends.
g) Ensure annual financial statements are done timely as provided for in the CAA Act No. 7 of 2012 and the Public Finance Management Act No. 1 of 2018.
h) Ensure the preparation of monthly financial reports, budget and quarterly forecasts
i) Lead the Modelling, Planning and Execution of all Financial Processes.
j) Recommend innovative alternatives to generate revenue and reduce unnecessary costs.
k) Perform detailed analysis of accounts
l) Ensure maintenance for the General Ledger.
m) Ensure compliance with submission of Monthly Returns to ZRA and NAPSA.
n) Ensure Revenue Returns are submitted to the Ministry of Transport and Communications and Ministry of Finance.
o) Ensure that Balance Sheet Reconciliations are done.
p) Provide supervision of the Annual Internal and External Audits.
q) Ensure that Accounts Payables and Receivables are reviewed weekly.
r) Suggest modifications and improvements to existing processes and help in the evaluation of such changes.
s) Manage Fixed Assets Register and Fixed Asset Accounting.
t) Ensure timely updating and maintenance of the Asset register in order to enhance accountability of the CAA assets;
u) Ensure effectively the availability and security of accountable documents in order to facilitate receipting and disbursement of resources and prevent unauthorized access;
v) Manages and coordinates effectively preparation of units and individual work plans in order to facilitate monitoring and evaluation of performance; and
w) Supervises effectively utilization of Human and material resources in order to facilitate attainment of set objectives.

 3.0 KNOWLEDGE AND SKILLS REQUIREMENTS

a) Minimum Primary/Secondary Education:

  • Full Form V /Grade 12 Certificate with Credits in English and Mathematics.

b) Professional and Academic Qualifications:

  • Bachelor’s Degree in Accountancy and or full ACCA, CIMA CA Zambia
  • Fellow and, or Associate membership with ZICA
  • A thorough understanding of the International Financial Reporting Standards
  • Knowledge of PASTEL EVOLUTION Accounting
  • Knowledge of Microsoft Software Packages such as Excel, Word, etc.

c) Minimum Relevant Pre-Job Experience:

  • 10 years’ experience of which five (5) years should be at management level.
