Clinton Health Access Initiative (CHAI)/Zambia’s Health Workforce team works directly with the Ministry of Health (MoH) to: (i) expand the number of healthcare workers in the country, (ii) optimize the distribution of the health workforce to improve equity of access and meet the needs of communities, and (iii) enhance the productivity of the existing health workforce.

The Program Officer, Health Workforce will be responsible for supporting implementation of CHAI’s Skilled Birth Attendants (SBA) program in partnership with Government. More specifically, the Program Officer Health Workforce, will support implementation of Quality Improvement (QI) and systems strengthening interventions to improve the performance of health workers, facilities and districts in target provinces using evidence based approaches. This would also include activities related to logistics on the program.

The Program Officer Health Workforce will part of the CHAI Zambia Health Workforce team, and will work with and support the Monitoring and Evaluation Associate. The Program Officer Health Workforce will also work in close collaboration with the Ministry of Health and other relevant government agencies. He/She will interact on a regular basis with donors, NGOs, academic and research institutions and civil society.

Responsibilities
  • In collaboration with GRZ, enhance the SBA in-service and preservice training, mentorship and supervision system using best practices
  • Coordinate systems strengthening efforts with GRZ as these relate to the mentorship program at all levels including the Health facility, District, Provincial and National levels
  • Collect and report on performance regarding mentorship and systems strengthening to allow for monitoring and evaluation of the program and reporting against program indicators
  • Develop dashboards and scorecards to monitor health services using various data sets and indicators using national HMIS and DHIS
  • Collaborate with the SBA team to design and run qualitative and quantitative evaluations to assess impact and provide evidence for program improvement
  • Update program log frames in collaboration with other team members, prepare donor reports and budgeting
  • Support the SBA team in all programmatic, logistics and procurement matters. This may involve but not be exclusive to visiting local suppliers; requesting quotations; negotiating prices and contracts; drafting purchase orders; confirming orders; receiving, storing and transporting supplies
  • Provide support to core Health Workforce team to ensure that the objectives and deliverables of the CHAI Zambia Health Workforce Program are met
  • Develop strong working relationships with key stakeholders in government, international partners, donors and NGOs, and ensure coordination of resources and efforts
  • Produce and present analyses from large data sets to quantify different aspects of the Human Resources for Health crisis in Zambia, and forecast the impact that different interventions could make
  • Other responsibilities that would be assigned
Qualifications
  • Bachelor’s in Nursing or Midwifery, Public Health, Community Health, Social Sciences or other health relevant field.
  • At least 4 years of experience with health systems strengthening, health program management, or community-based public health programs at least 2 years of which should be with donor funded health programs.
  • Experience and ability in capacity building, training, clinical mentorship and implementation of programs in collaboration with the Ministry of Health at sub-national level is highly desirable.
  • Proven track record of effective project management and ability to generate results.
  • Excellent written and verbal communication skills, organizational and interpersonal capabilities.
  • Exceptional problem-solving skills and ability to make linkages between interventions/programs.
  • Ability to handle multiple tasks simultaneously, set priorities and work in a fast-paced environment with maximum efficiency and impact.
  • Ability to maximize available data to provide strategic recommendations.
  • Strong analytical skills and proficiency with DHIS, MS Word, Excel, and PowerPoint.
  • Experience in budgeting and financial expenditure analysis.
