Background

Service Efficiency and Effectiveness for Vulnerable Children and Adolescents (SEEVCA) Initiative is led by the Ministry of Community Development and Social Services (MCDSS) with funding from USAID and technical assistance from UNICEF to produce a sustainable approach to case management for VCA living in households receiving Social Cash Transfers (SCTs). The intent of the SEEVCA program is to reduce vulnerability and expand protection for the most vulnerable and marginalized households in 11 districts. The strategy to reach the main target group (vulnerable children and adolescents) combines the SCT programme with standardised case management that supports access to other existing services and information –to reduce vulnerability and equip households to be more resilient. The goal is for the Government, with support under SEEVCA, to enhance the capacity of existing structures and systems to provide case management at ward level that increases access to services and builds household resiliency. CMMB is part of the SEEVCA project and will be implementing in 7 districts.

Position Overview

The Project Officer will be based at CMMB HQ and will support the MCDSS and the District Social Welfare Facilitators to implement the SEEVCA initiative with focus on the ward level case management aimed at reducing vulnerability and expand protection for the most vulnerable and marginalized households in seven districts.  The Project Officer will support coordination of SEEVCA initiative implementation and provide technical guidance and programme management.

Roles and Responsibilities

  • Support the DSWO in the start-up of the project in the districts with a specific focus on the case management functions
  • Coordinate the implementation of activities relating to the SEEVCA initiative
  • Conduct monitoring visits to SEEVCA operational districts
  • Document and Share SEEVCA programming innovations and best practice
  • Support the District level staff to collect data against the project indicators
  • Contribute to the timely submission of all deliverables of the SEEVCA initiative.
  • Extract lessons and best practice for project learning and sharing internally and externally
  • Support internal and evaluation planning, implementation and supervision
  • Write progress reports and present them to the project stakeholders internally and externally
  • Perform other duties as delegated.

Qualifications / Experience

  • Diploma in Social Work. A university degree is an added advantage
  • At least 3 years working experience in social work, preferably at sub national level, with experience in case management essential
  • At least three years work experience in development programming and project management
  • Strong technical background in the areas of planning, monitoring and research
  • Proven understanding of the local development context as it relates to Vulnerable Children and adolescents
  • Excellent oral and written communication skills Self-starter with strong problem-solving skills
  • High degree of cultural competency
  • Strong computer skills (PowerPoint, Publisher and Excel)
  • Fluency in written and spoken English is essential
  • Paid up member of the Social Workers’ Association of Zambia (SWAZ) is an added advantage
