Job description
On behalf of the Federal Ministry of Economic Cooperation and Development (BMZ) and the Commission of the European Union, GIZ supports the Government of Zambia in the reform of public financial management. In this regard, the Good Financial Governance Programme provides technical advisory on Domestic Resource Mobilisation (DRM) as well as Expediture Management. Key partners are the Ministry of Finance (MoF), Ministry of National Planning (MNDP), selected line ministries as well as the Zambia Revenue Authority (ZRA).

Your tasks
  • Providing strategic and technical advisory to the Zambian Ministry of Finance, Ministry of National Development Planning and selected line ministries on public financial management with a focus on budget management and execution
  • Supporting programme management in reaching its objectives in the area of budget management and execution, i.e. on payroll management, financial reporting incl. performance budget management and reporting as well as commitment, cash and risk management
  • Supporting programme management in the preparation and execution of complex short-term advisory interventions in close cooperation with public financial management institutions
  • Designing, preparing and implementing workshops, trainings, seminars or other events
  • Preparing inputs for programme reporting including annual reports and other reports



Your profile


  • Degree in accounting, business, economics, public administration or a similar area of expertise
  • Sound knowledge of policy, legislative and framework conditions that support transparent, efficient and accountable budget execution and management
  • International advisory experience in payroll management, financial reporting incl. performance budget management and reporting and/or commitment; Cash and risk management would be an asset
  • Experience with public financial management and the political economy of Zambia is a strong advantage
  • Considerable experience in international development programmes and the coordination of multiple stakeholders
  • Experience in working in the health, agriculture or energy sectors is an added advantage
  • Proven team and people skills as well as diplomacy and tact to be able to communicate effectively with senior level officials
  • Excellent communication skills with good command of both spoken and written English






Location information


The technical advisor will be based in Lusaka, the capital of Zambia. The living conditions are generally very good and family-friendly. The climate is moderate all year long. International schools and kindergardens are available (International, American, French, Italian and private entities). International businesses provide constant and high quality goods and services. Except petty crime, the security situation is very good. International flights to Europe and elsewhere are available on a daily basis. Health facilities of moderate standards are available.

  • If you are required to work abroad for a period of time, you will receive an overseas supplement as reimbursement for your additional expenses. The amount of the overseas supplement depends on where you are located.
  • We have a comprehensive package of services for partners and other relatives who relocate with you, for example medical check-ups, travel costs to and from the location or language courses. This includes seminars at the Academy for International Cooperation on regional studies or on the topic of ‘Emigrating with Children’.
  • GIZ will pay an allowance for education which will cover a significant portion of the school costs which are due. This therefore guarantees that your children will be able to attend a mainstream school where you are located and work towards completion of the Abitur (British A-level equivalent) or a qualification which is comparable to the German Abitur.
  • If you have not yet found somewhere suitable to live when you travel to your placement, it is also possible to stay in a hotel in the short term. An allowance for hotel costs will be paid for this. For the duration of the employment abroad, GIZ will pay an allowance for rent in the place of employment.
