FHI 360 seeks qualified candidates for the position Senior Procurement and Contract Management Officer for an anticipated a USAID-funded RMNCAH&N program in Zambia.

Position Description

The Senior Procurement and Contract Management Officers responsible for the efficient and effective administration of prime and sub awards. The responsibility for administrative oversight includes the entire life of an award, focusing on regulatory compliance, assessment and mitigation of business risks, and enforcement of FHI 360’s policies and procedures. The Senior Procurement and Contract Management Officer also serves as a technical resource to the CO staff in interpreting donor rules and regulations. In addition to prime award administration, the Senior Procurement and Contract Management Officer provides agreement and regulatory technical and compliance support and advice to sub-grant administration, contracting, and procurement activities under prime and sub awards, BDD reviews and proposal development. The Senior Procurement and Contract Management Officer shall also develop, plan and manage policies and strategies related to procuring supplies and services (in accordance with FHI and USAID) in support of all FHI offices and projects at Country Office and Field Offices, both domestic and international sourcing.

Key Responsibilities:

  • Manage the procurement process and inventory of office supplies, computer peripherals, software, furniture, publications, subscriptions, and equipment
  • Manage logistical system for shipping/property control and related contracting.
  • Submit procurement plan for review on a monthly basis
  • Oversight for procurement or maintenance or vendor identification for office equipment and supplies.
  • Recommend appropriate purchasing approaches and strategies to reduce cost.
  • Evaluate vendors, perform cost analysis, negotiate and make vendor selections.
  • Leads the review, comment and negotiation of prime awards with donors.
  • Provide guidance to the project team, including in-country staff, regarding agreement and donor requirements throughout life of award.
  • Facilitate resolution of agreement-related issues and requirements with donor or sub-partner throughout life of award.
  • Works with CMS on USAID requests, e.g. approvals, authorizations, or waivers.
  • Reviews sub-awards and supporting documentation and provides guidance to the project team on sub-award management.
  • Support award document management and monitor compliance with award deliverables and requirements.
  • Monitors award throughout its lifecycle for potential business risks and actively engages with cross-functional team on mitigation of risks as they arise.
  • Initiates or participates in compliance reviews and supports internal controls reviews and monitoring or facilitation of implementation of corrective action plan, as requested.
  • Upon close-down of the project, assists in close-out; assist with final disposition of property.

Minimum Requirements:

  • Master’s degree in relevant field or bachelor’s degree in relevant field with equivalent combination of education and experience
  • Minimum of 8-10 years of demonstrated experience in contracts and grants administration of large-scale, international development assistance programs
  • Demonstrated knowledge of US Government contracting instruments (e.g. contracts, cooperative agreements, etc.)
  • Demonstrated knowledge of US Government regulations (FAR, CFR, etc.) with a specific emphasis on USAID (AIDAR, ADS, etc.)
  • Demonstrated ability to interpret regulations and implement actions accordingly
  • Management skills requiring ability to interface and build strong working relationships with technical and operational business functions and staff
  • Strong communications skills both written and oral
  • Ability to work in multi-disciplinary, cross-cultural teams
  • Demonstrated ability to work independently, think critically, and solve complex problems with limited oversight.
