The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is the implementing agency of the Federal Republic of Germany for technical and international cooperation. It offers flexible, sustainable and effective solutions in political, economic and social change processes. Most of the work of GIZ is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). GIZ also operates on behalf of other German ministries as well as public and private bodies in Germany and abroad. These include the European Commission, the United Nations, the World Bank and governments of other countries.

GIZ has provided support for the water sector reform process in Zambia for many years. In February 2019, the Accelerated Water and Agricultural Resources Efficiency (AWARE) Programme was launched with funding from BMZ as well as the EU Delegation to Zambia with the aim of supporting water resources management in Zambia at national and decentralised level in the Lower Kafue Sub-Catchment, while supporting smallholder farmers in the sub-catchment with improving agricultural water management and irrigation.

Jointly with our implementation partner, the Water Resources Management Authority (WARMA), subordinate to the Ministry of Water Development, Sanitation and Environmental Protection (MWDSEP), GIZ aims to support inter-organisational collaboration between the Department of Water Resources Development (DWRD) of the Ministry with WARMA, catchment planning processes at sub-catchment level, as well as catchment protection measures (planning and implementation). Furthermore, GIZ supports WARMA at sub-catchment level in setting up and operationalising Water User Associations (WUAs). Thus, GIZ is seeking a suitable candidate in the following position to support ongoing activities of the AWARE Programme:

Main tasks and responsibilities:

  • Fostering the strategic relationship and rendering advisory services to WARMA as well as MWDSEP
  • Conceptualising and implementing the process of developing a National Water Resources Strategy with WARMA, MWDSEP and all other relevant stakeholders
  • Supporting the development of a collaboration agreement (MoU) between DWRD and WARMA at national and decentralised level to be piloted in the Lower Kafue Sub-Catchment
  • Developing and implementing joint operational plans between DWRD and WARMA
  • Providing advice to WARMA and MWDSEP, e.g. on the development of new Integrated Water Resources Management (IWRM) regulation
  • Developing an excellent working relationship between GIZ, MWDSEP and WARMA
  • Supporting the Lower Kafue Sub-Catchment of WARMA in carrying out their duties
  • Supervising short-term and long-term consultants, including the elaboration of Terms of Reference, managing the consultants’ work, and ensuring quality delivery
  • Monitoring and recording of progress against the programme’s indicators
  • Fostering knowledge exchange between colleagues within GIZ Zambia and partner organisations
  • Performing any other tasks as requested by programme management

Qualifications and requirements:

  • A bachelor’s degree in a relevant field (e.g. Water Resources Management, Environmental Management/Sciences or Economics or other related field) and a master’s degree or equivalent experience in a relevant field

Professional experience:

  • At least 5 years of managerial and institutional experience in Integrated Water Resources Management (IWRM)
  • At least 3 years’ work experience in the Zambian water sector is preferable
  • Strong personal network in Zambia’s water sector
  • Demonstrable political, advisory and facilitation skills
  • Demonstrable experience in engaging with governmental institutions
  • Previous experience within WARMA or MWDSEP is an added advantage
  • Experience in working with or engaging with the private sector is an asset
  • Experience in working for an international organisation is an added advantage

Additional requirements and competences:

  • Self-motivated and proactive
  • Strong analytical skills
  • Strong interpersonal and communication skills and be able to employ diplomacy, especially when collaborating with a broad range of stakeholders
  • Knowledge of Adaptation to Climate Change; knowledge of Water Supply, Sanitation and Hygiene Promotion (WASH) is an added value
  • Fluency in English, with the ability to articulate oneself well in writing
  • Fluency in Tonga, both written and oral, is an added advantage
  • Excellent IT skills (e.g. MS Office, online research, etc.); ability to learn new tools is an asset
  • Must be a team player and is expected to work well in a multicultural and multidisciplinary environment
