ABOUT THE USAID PROGRAM

IFAW is implementing a five-year USAID program, Combatting Wildlife Crime (CWC) in the Malawi-Zambia Transboundary Landscape that aims to reduce illegal wildlife trade and poaching while improving transboundary wildlifemanagement in the Landscape. The Program targets three cross boundary National Parks Kasungu, Malawi, and Lukusuzi and Luambe, Zambia. The Program’s main Office is in Lilongwe, Malawi, but has a satellite Office in Lusaka, Zambia. The prime grantee organization for the project is the International Fund for Animal Welfare (IFAW).

POSITION SUMMARY/ OBJECTIVE

The Monitoring and Evaluation Manager provides direct oversight and accountability for program planning, evaluation and performance monitoring. The M&E Manager will work to ensure that monitoring and evaluation systems are consistently integrated and implemented. This involves: creating, developing, and supporting programme teams to use Monitoring & Evaluation M&E) systems to collect, aggregate and analyse data: playing a key role in ensuring that the reporting needs of key stakeholders are met. This position has a direct reporting relationship to the IFAW Malawi Chief of Party and indirect reporting relationship to the Program Operations Director in the United States.

ROLE AND RESPONSIBILITIES

  • Lead project Monitoring and Evaluation activities including data collection, preparing data for monthly, quarterly and annual reports and assess progress towards project objectives;.
  • Manage and improve quantitative data collection systems that facilitate project reporting;.
  • As needed, perform qualitative data collection through key informant interviews, ranging from in-field practitioners, to USAID Mission staff in country.
  • Facilitate the project’s collaboration, learning and adaptation process;.
  • Identify and support activities to develop and test best practices for this project; and
  • Share project monitoring and evaluation learning with the project team and its stakeholders.
  • Design performance monitoring plans for the project and ensure timely collection of accurate data and reporting to USAID,
  • Design and maintain a project monitoring and evaluation database for project partners;
  • Develop workplans and budgets for research, monitoring and evaluation;
  • Design, implement, and enforce data quality assurance (DQA) protocols;
  • Disseminate research and monitoring and evaluation findings to local, national, and international audiences;
  • Draft research requests for proposals, contribute to selection of subcontractors, negotiate contracts;
  • Lead and supervise research consultants and research assistants;

QUALIFICATIONS AND EDUCATION REQUIREMENTS

The Monitoring and Evaluation Manager shall possess the technical leadership, capability and experience to be able to provide vision, direction, and leadership to support the Assessing and Learning component of the grant funded contract. The M&E Manager will carry out and ensure compliance with the Performance Management Monitoring and Evaluation Plan.

Requirements of the position include:

  • A degree in international development, public policy, program evaluation, or related area preferred.
  • At least five (5) years’ experience managing the implementation of monitoring and evaluation, assessing and learning activities. Experience should reflect a competency in a variety of qualitative and quantitative methods.
  • Experience in evaluation methods is preferred.
  • Strong written and oral presentation skills, strong organizational and interpersonal skills.
  • Experience in the facilitation of After Action Reviews (AARs) preferred.
  • Demonstrated knowledge of USAID reporting standards and M&E tools such as Performance Management Plans, Results Frameworks, and Data Quality Assessments.
  • A team player that will support and strengthen team performance and reporting.
  • Professional proficiency in written and spoken English required.
