Description

Under article 4.2, paragraph (e) of the Staff Regulations, the filling of vacancies in technical cooperation projects does not fall under Annex I of the Staff Regulations and is made by direct selection by the Director-General.

*The recruitment process for National Officer positions is subject to specific local recruitment and eligibility criteria. The ILO may only offer contracts to Zambian Nationals.

 

Technical cooperation appointments are not expected to lead to a career in the ILO and they do not carry any expectation of renewal or conversion to any other type of appointment in the Organization. A one-year fixed-term contract will be given. Extensions of technical cooperation contracts are subject to various elements including the following: availability of funds, continuing need of the functions and satisfactory conduct and performance.

 

*Conditions of employment for external candidates: In conformity with existing ILO practice, the appointment of an external candidate will normally be made at the first step of this grade. The entry level salary for this position is K358,407 ( Zambian Kwacha) yearly.

Introduction

 

The Government of the Republic of Zambia (GRZ) and United Nations (UN) Gender based Violence (GBV) Joint Programme  (JP) aims to assist the Government of Zambia to implement some of the inclusions of the Convention on Elimination of all Forms of Discrimination Against Women (CEDAW) particularly on Gender Based Violence against women as highlighted by CEDAW of July 2011 and violence in the workplace. The Joint Programme is guided by Zambia’s Seventh National Development Programme of 2017-2021 which recognizes gender as one of the cross cutting themes. The goal for the Government of Zambia and UN Joint Programme on Gender Based Violence is to contribute to the reduction of Gender Based Violence in Zambia.

The overall objective of the programme is to contribute to strengthening GBV prevention and response systems in Zambia in line with provisions of the Anti-Gender Based Violence Act and raise awareness on C190 on Harassment and Violence in the workplace. The programme will be implemented in collaboration with other UN agencies (UNICEF, IOM, UNDP & UNFPA) including the International labour Organization (ILO) will be involved in implementing various activities for the programme in collaboration with national implementing partners from both the government and private sector organizations and Non-Governmental organization (NGOs). The ILO’s contribution will contribute towards achieving outcome 2: GBV survivors, those atrisk and communities are empowered to break the cycle of abuse.

The ILO will be implementing economic empowerment interventions aimed at providing economic empowerment services to survivors of GBV and those at risk.The ILO will work with trainers from national partners identified by the Government of Zambia and the UN Systems in implementing the Capacity Building programmes. In order to empower the national partners, the ILO will also use some of its resources to certify some of the trainers that have been trained in some of the ILO tools so that these trainers will continues reaching out to more GBV survivors after the ILO project.

 

Reporting lines

Under the overall responsibility of the ILO Country Office Director for Zambia, Malawi and Mozambique, the National Project Officer (NPO) will report and work under the direct supervision of the Director. He/ she will have technical backstopping from the Gender specialist in DWT/Pretoria Office.

 



Description of Duties


1. Facilitating linkages between GBV survivors and support institutions and organizations that provide both financial and non-financial services that can assist in empowering target groups economically and socially

2.Coordinating the activities of the GBV JP under ILOs component (Economic Empowerment Component) and Prepare Work plans, budgets and progress reports for the project activities

3.Carrying out a training needs assessment for the GBV survivors and those at risk in selected areas where the activities will be implemented

4.Implementing Capacity Building training programmes for GBV survivors in collaboration with some of the partners for the GBV JP. ILO tools such as Gender and Entrepreneurship Together (GET) Ahead, Start and Improve Your Business (SIYB), Improve Your Exhibition Skills (IYES), Women Entrepreneurs’ Associations (WEAs) Capacity Building etc will be used,


5. Review and analyse country specific development plans and priorities, socio-economic data, reports and other relevant information; identify potential technical cooperation project areas and provide written analysis on the findings to management;

6. Facilitating and sourcing trainers for the provision of skills in areas such as financial literacy, access to finance, HIV and AIDS, negotiation skills, women’s rights, cooperatives and skills that will empower GBV survivors economically and socially

7. Facilitating and sourcing trainers for technical skills for Small and Micro Enterprises (SMEs) that GBV survivors may be interested to undertake

8. Facilitating linkages between GBV survivors and support institutions and organizations that provide both financial and non-financial services that can assist in empowering target groups economically and socially

9. Assist in the preparation and facilitation of conferences, seminars, workshops, training sessions, and consultative meetings.

10. Conduct Resource Mobilization efforts in the area of gender

11. Undertake missions to project sites independently or jointly with partners;

12. Follow-up with relevant technical officers with counterparts in organizations and line ministries at national level, partner and executing agencies, government offices, constituents and in other organizations to expedite implementation and meet targets;

13. Lead in the preparation of briefs, background information, technical reports and periodic progress reports and statistical data on status of the overall activities of the project;

14. Participating in the GBV JP inter agency meetings, workshops, field missions etc on behalf of the ILO1

15. Carrying out administration work for the project such as accounting for the funds used for the project activities, making requests for funds for the projects and monitoring project progress and activities

16. Performing any other relevant duties as may be assigned by the supervisor

Required qualifications




Education


First level university degree in economics, public policies, development studies or a relevant field. An advanced degree on studies would be a strong advantage.





Experience


At least two of professional experience in Gender related projects, conducting training, working with partner organizations and other stakeholders in the field of GBV and ability to work with women, men and youth.  Experience in the management of development projects is an added advantage.


Familiarity with ILO policies and procedures including experience working with officials of ministries of labour and/or community development would be an advantage.
