Jhpiego seeks a Deputy Project Director for an HIV program funded by the US President’s Emergency Plan for AIDS Relief (PEPFAR) through the US Centers for Disease Control and Prevention (CDC) to provide technical assistance (TA) for all aspects of HIV service delivery in specific Provinces in Zambia. The project will support Zambia’s national goals of attaining 95-95-95 and other HIV-related targets. The project will provide TA through training, mentorship, advice, and direct support to staff at the provincial, district, facility, and community levels to enable them to undertake and implement evidence-based activities. This will be done in collaboration with other partners in the implementation of HIV/AIDS/TB programs. The project will provide technical support to existing and potentially new HIV service delivery points to ensure quality patient care for optimal patient level outcomes in an effort to meet National and PEPFAR goals and targets. The scope of work will include HIV prevention, treatment, laboratory, and clinical monitoring, and adherence support and retention for all HIV populations, including key and priority populations (KP/PP) in Zambia.

The Deputy Director is responsible for ensuring the programmatic and operational integrity of a PEPFAR-funded technical assistance project, working in close collaboration with the Ministry of Health (MOH) and the United States Centers for Disease Control (CDC) under the PEPFAR.   The project will operate over a five-year period.  The Deputy Director is accountable for translating the project technical assistance strategies into an operational workplan.  The position will lead monitoring of the project’s scope, schedule and cost performance, manage project risk, and in consultation with the senior management team, adjust implementation to ensure achievement of project deliverables.  This position is contingent upon award from CDC. Responsibilities:

  • Oversee day-to-day management of project activities
  • Working closely with Project Director and Finance and Administration (F&A) Director, ensure adequate controls in place to manage project scope, schedule and cost
  • Lead project’s risk management strategies.
  • Facilitate annual work planning, in close collaboration with MOH, CDC, and project team
  • Design and oversee adaptive program management approaches and processes to respond to changing context and environment in order to achieve results
  • Manage efficient and effective mechanisms for regular reporting across the project in line with CDC and PEPFAR reporting requirements
  • Guide the analysis, synthesis, and dissemination of project outcomes and results
  • Working closely with Senior Monitoring and Evaluation Advisor and F&A Director, facilitate project-wide reviews of progress toward achieving project deliverables, cost performance, and risk management.
  • Oversee financial and operational capacity building for subcontractors and subgrantees
  • Represent Jhpiego and the project’s progress, achievements and lessons learned to key stakeholders during meetings, conferences, and presentations
  • Contribute to building, mentoring, and managing a team of highly qualified staff
  • Working closely with the Finance and Administration Director, ensure compliance with Jhpiego and Johns Hopkins University operational policies and regulations, and with US government rules and regulations.

Required Qualifications:

  • Masters in public health, health administration, public administration, business administration
  • A minimum of 8 years of experience in a mid-to-senior management (project administrative and financial) position for large (approximately $8M per year), complex, multi-year international development projects that have implemented successful activities in areas such as comprehensive HIV programs with CDC project management experience preferred
  • Demonstrated ability to conceptualize and implement efficient program management processes and systems across a large, decentralized program
  • Demonstrated ability to provide oversight of local partners capacity development efforts
  • Proven leadership, strategic thinking, organizational, team-building, and representational skills
  • Previous direct supervisory experience of project technical staff
  • Previous experience working in Zambia (especially in Central, Western, Southern, and Eastern Provinces), with in depth understanding of the local health system
  • Existing strong relationships with government agencies
  • In-depth understanding of CDC regulations and compliance
  • Excellent verbal, written including report writing, interpersonal, and presentation skills in English
  • Ability to coach, mentor and develop capacity of staff and counterparts
  • Ability to interact with established networks of senior level international health professionals, donors, universities and other partners
  • Ability to travel nationally and internationally 30%
