QUALITY ASSURANCE/QUALITY IMPROVEMENT OFFICER

The Quality Assurance and Quality Improvement Officer will be responsible for planning and implementing activities in line with national and donor-driven Quality Assurance plans and training including Quality assessments, Quality Improvement and reviews to ensure quality service delivery at both fixed and mobile VMMC sites. He/she is expected to provide technical guidance, capacity building, and coaching, mentoring and supportive supervision in Quality Assurance at VMMC service delivery sites. He/she is expected to take the lead in the design, implementation and monitoring of the Performance and Quality Improvement initiatives using the PEPFAR/WHO/National frameworks. He/she will take the lead in development, planning, conducting and monitoring of training activities. The QA/QI officer will promote and strengthen multi-sectorial and multi-stakeholder response to all QA activities in VMMC.

Responsibilities

  • Ensure that all Jhpiego VMMC sites, static and mobile/outreach are in line with national and international quality standards as evidenced by successful quality assurance assessments and adaption of quality improvement initiatives.
  • Participate in any trainings needed to become an expert in PEPFAR quality assurance standards and approaches and provide training support for other technical staff, site-level providers or MOH staff.
  • Conduct baseline assessments of all Jhpiego VMMC sites in collaboration with DCMO and site-designated continuous quality improvement (CQI) focal people
  • Support the development of quality improvement plans in conjunction with provincial staff and support implementation of quality improvement activities.
  • Ensures that all program and quality improvement strategies are based on sound technical content and are sustainable and place special emphasis on use of performance and quality improvement approaches in clinical sites and other service delivery contact points including campaigns and outreach sites
  • Attend National Quality Assurance Technical Working Group and VMMC TWG meetings and represent the organization on different fora where Quality Assurance activities are taking place
  • Provide monthly quality improvement and quality assurance reports highlighting assessment findings and updates on improvement plans.
  • Contributes to annual work planning, training plans and quarterly reports and other required technical reports
  • Carries out regular travel to the designated project sites (up to 50% of time) to monitor the quality of activities and to provide technical support in consultation with VMMC Provincial Technical officers and Senior VMMC Advisor
  • Participate in designing, development, adaptation, finalization and revision of training packages and corresponding updates as required by the MOH/MCDMCH and other partners and conduct VMMC training using standard training packages and approaches
  • Provide training, follow-up support, and supportive supervision as necessary for particular activities.
  • Provide technical support during male circumcision clinical skills trainings
  • Taking part in the post-training follow up of participants
  • Maintaining trainer and participant records and prepare post-training reports

Qualifications

  • Diploma in Clinical Medicine/Medical Licentiate with 6-7 years’ experience in the provision of male circumcision.
  • Should be proficient in performing standard dorsal slit male circumcisions
  • Trained in Performance and Quality Improvement and also trained as an external assessor
  • Technically proficient with up to date skills providing clinical training, mentoring and coaching
  • Experience in developing performance standards, technical reference and training materials
  • Experience in performance and quality improvement and the SBM-R approach
  • Ability to work in a complex environment with multiple tasks, short deadlines and intense pressure to perform
  • Demonstrated ability to work with efficiency and diplomacy, as part of a team effort
  • Proven ability to achieve results
  • Sensitivity to working with multi-cultural groups at various levels especially at the community level
  • Excellent verbal, communication, presentation and writing skills and fluent in English
  • Ability to develop productive working relationships with counterparts
  • Willingness to work on a wide range of tasks.
  • Experience working on projects funded by international donors, including experience in developing and managing programs
  • Demonstrated strong leadership, negotiation, innovative and supervisory skills
  • Excellent computer skills in Microsoft Office (MS word, Excel, Power Point)
  • Familiarity with the Zambian health system and key stakeholders
  • Demonstrated project management skills
  • Previous experience working for an international non-governmental organization is an added advantage
  • Valid practicing license with the Health Professions Council of Zambia and/or General Nursing Council
