John Snow, Inc. (JSI) seeks highly qualified and accomplished public health leaders and providers for the awarded United States Agency for International Development (USAID)/PEPFAR-funded Supporting an AIDS-Free Era (SAFE) Project in Zambia. The five-year project which is led by JSI in partnership with Abt Associates, mothers2mothers, and the Catholic Medical Mission Board, works to reduce HIV mortality, morbidity and transmission, while improving nutrition outcomes and family planning integration in three provinces: Central, Copperbelt, and North-Western. USAID/PEPFAR SAFE will work with the GRZ, private sector and civil society institutions at the national, provincial, and district level to increase access to ART for HIV positive adults and children, reduce the incidence of new infections, improve Nutritional Assessment, Counselling and Services (NACS) and family planning services, and increase the capacity of local health institutions to better serve affected populations.

Job Title:  Senior Human Resource Specialist
Reporting: Human Resource Director

Location: Lusaka

Senior Human Resource Specialist is responsible for ensuring that all HR functions including Recruitment, Staff Orientation, Probation and annual performance Appraisals, Separation functions are executed in adherence with the Labour Law of the Republic of Zambia and in line with JSI policies and guidelines.

Main responsibilities:

  • Assist the HR Director to provide oversight and technical guidance in the areas of recruitment, benefits and welfare administration, employee relations, policies and procedures;
  • Supervise the HR Officers based at the Central Office and provide support to the Provincial HR Assistants
  • Maintain a tracker to ensure that all Probation Assessments and Annual Performance Appraisals for all staff are conducted on time and in line with JSI policies and guidelines.
  • Monitor the filling system in HR and conduct periodic checks to ensure all staff files are kept up to date with required documentation and that documentation is audit ready at all times.
  • Maintain a tool for tracking expiry dates for all Consultants and Fixed Term Employees and coordinate the timely renew of these with respective Technical/Operations staff
  • Ensure that payroll validation process is conducted thoroughly and on time on a monthly basis.
  • Ensure that the electronic staff timesheet system in leave day tracking, payroll processing and other related activities is adhered to by all staff and ensure timely recording and approval of timesheets
  • Coordinate with all staff to ensure that HR policies/procedures are being implemented properly and consistently in the office, and assist in implementation of all HR related policies and procedures, when needed; and
  • Assist the HR Director in identifying staff training needs assessment, new employee orientation or on boarding, management development.
  • Ensure that Finance unit is formally informed and given all relevant documentation in a timely manner on all Employee/Consultant new hires, changes in salaries/fees and on all separations.
  • Support the HR Director to ensure company compliance with all existing JSI, governmental and Zambia Labor Law Legislation such as the Employment Act, Minimum Wages and Conditions of Employment
  • Any other duties assigned by the HR Director

Required Qualifications and Skills:

  • Minimum of Bachelor’s Degree in HR Management, Business Administration or Equivalent;
  • Demonstrated experience in managing, supervising a team and exceptional leadership skills required
  • A minimum of Seven (7) years’ experience including a minimum of three (3) years’ experience in human resource management of U.S. assistance programs of similar size, complexity and setting.
  • Good working knowledge of local Labour Laws, policy interpretation and benefit administration;
  • Attention to detail; organisational skills; planning skills; problem-solving skills; analytical skills and critical thinking skills
  • Excellent computer skills in a Microsoft Windows environment. Must include Excel and skills in HR database management and record keeping.
  • Active Registered member of the Zambia Institute of Human Resource Management (ZIHRM); and
  • Excellent communication skills, resourcefulness including organization and problem solving skills.
