Description

The University of Maryland Baltimore with funding from the Centers for Disease Control (CDC) will conduct the Zambia National Population HIV Impact Assessment (ZAMPHIA 2020).

ZAMPHIA 2020 will assess progress towards achievement of the UNAIDS 90-90-90 targets on national and subnational levels.    The data will be used to focus HIV services and resources to the areas of greatest need and help move Zambia closer to HIV epidemic control.

The University of Maryland Baltimore affiliate, Maryland Global Initiatives Corporation Zambia (MGIC Zambia) is currently inviting applications from interested persons, who meet the minimum requirements to apply to the key positions advertised. Project Duration is scheduled for eighteen (18) months and successful candidates will be offered employment for that period.

Data Management Technical Lead

Data Management Technical Lead work create and enforce policies of effective data management from the field to the IP office to ensure accuracy and legitimacy of quality data.   He/she is responsible for leading the Health informatics related activities and technological resources of UMB for Survey.

Primary Responsibilities:

  • Contribute to the development of a Survey Date Management System and Lab Data Management System to interface with the Activity Information Management (AIMS)
  • Develops and tracks linkage of all respondents that tested positive to HIV care and treatment to identified near-by health facilities
  • Oversees establishment, maintenance and quality checks of central data warehouse
  • Create data sets for analysis, data dictionaries and metadata, data analysis for public use in 3+ common data format
  • Architect data systems and the data management plan for the Survey.
  • Providing strategic and professional leadership on information technology systems and development effort for the survey. Using considerable experience to be the lead expert for web, database, data warehouse, data reporting systems, and data migration.
  • Responsible for the monitoring, support, maintenance, and security of multiple management information systems and application that will be used for the survey. Using specialist knowledge of industry standard methodology for controlling support environments
  • Provide the overall senior management responsibility for the following teams
  • Systems Development
  • Infrastructure and Information Technology Management and Support

Qualifications:

  • Bachelor Degree, MSc preferred in Health Informatics, Epidemiology or related field
  • Minimum four (4) years of related experience designing, managing and working directly with databases from large research studies.
  • Proficiency with SAS or STATA statistical software.
  • Proficiency with Microsoft Office Suite (e.g., Excel, Word, Outlook, PowerPoint).
  • Proficiency/demonstrated experience designing and managing relational database management systems ( RDBMS). Expertise in documentation, presentation tools, and project management tools.
  • Excellent skills in critical thinking and analysis.
  • Excellent organizational and oral/written communication skills.
  • Demonstrated and successful experience managing and analyzing large, population-based survey data.
  • Demonstrated experience providing training on tablet-based data collection tools.
  • Experience working with issues relating to HIV/AIDS.
  • Experience working in resource-limited environments in Sub-Saharan Africa a plus.
