The University of Maryland Baltimore with funding from the Centers for Disease Control (CDC) will conduct the Zambia National Population HIV Impact Assessment (ZAMPHIA 2020).

ZAMPHIA 2020 will assess progress towards achievement of the UNAIDS 90-90-90 targets on national and subnational levels.    The data will be used to focus HIV services and resources to the areas of greatest need and help move Zambia closer to HIV epidemic control.

The University of Maryland Baltimore affiliate, Maryland Global Initiatives Corporation Zambia (MGIC Zambia) is currently inviting applications from interested persons, who meet the minimum requirements to apply to the key positions advertised. Project Duration is scheduled for eighteen (18) months and successful candidates will be offered employment for that period.

Field Work Implementation Technical Lead

Field Implementation Tech Lead is responsible for coordinating all aspects of the survey from the development of protocol, field manuals, SOPs, recruitment of the field staff to trainings and full implementation of  the field. He/She will work with all technical leads to ensure that in terms of planning and coordinating the field activities all these are done with the aim of having a well implemented survey.

Primary Responsibilities:

  • Ensures that the survey is implemented in line with the protocol
  • Ensures that all survey activities occurring within the field are fully compliant with eth regulatory and ethics guidelines
  • Contributes to the development of protocol, training materials, manuals/guidelines, SOPs, job aids, for supervisors, data collectors, field supervisors, managers, and laboratory staff
  • Will be responsible for the smooth operationalization and implementation of the survey within the designated timelines
  • Ensures that all technical leads are having cross-cutting interactions to drive the survey on all fronts and with high level of quality and efficiency
  • Collaborates with Zambian MoH and other and survey stakeholders to recruit and train field staff for the conduct of the survey.
  • Works with the Project director to ensure that the right persons and skills sets are identified and recruited for providing facilitation during the cascade of trainings
  • Recruits, on-board, and train the necessary senior survey staff to plan and implement a large-scale, national population-based survey with biomarker assessment
  • Responsible for coordinating, scheduling and ensuring that capacity building forums are optimal and implemented on time
  • Develops training materials, manuals/guidelines, standard operating procedures (SOPs), job aids, flow charts, for supervisors, data collectors, field supervisors, managers, and laboratory staff
  • Collaborates with local Zambian survey stakeholders to recruit and train staff for the conduct of the survey and sample collection, transportation, processing, analysis, and storage
  • Contributes to the development of survey methods to ensure quality data
    Develops a system that plans to collect and validate quality population based survey and biomarker data.
  • Consistently communicates with the data management team to ensure that all observations, concerns and identified gaps are resolved within the field
  • Ensure that the quality of data collected, and field implementation activities are within the expectation of the donors
  • Works with Communication and Community Mobilization team for messaging, recruitment and security measures.
  • Develops and implements a plan in line with the protocol to provide all respondents within sampled household premises the full spectrum of HIV Test and Counseling
  • Ensures that all field staff recruited for the survey undergo the necessary ethics and regulatory trainings stipulated by the IRB
  • Monitors progress of targets and data collection to ensure quality data are collected and milestones are achieved
  • Completes survey monitoring reports and ensure survey field data and sample collection monitoring dashboard are updated
  • Works with MoH  officials to disseminate data

Qualification:

  • MBBS with MSc or PhD in epidemiology preferred.
  • Experience in Population-based HIV Impact Assessments (PHIA) field survey management in LMIC.
  • Strong understanding of project start up and implementing PHIA projects
  • Extensive experience of implementing and supporting PHIA projects in Low and Middle income countries
  • Ability to multitask and work with multidisciplinary teams
  • Strong work ethic, high level of dedication
