REQUEST FOR EXPRESSION OF INTEREST

ENGAGEMENT OF THREE (3No.) CLERK OF WORKS FOR HOUSING CONSTRUCTION PROJECTS IN SOLWEZI, CHITAMBO AND CHINSALI UNDER NATIONAL PENSION SCHEME AUTHORITY (NAPSA)

1. INTRODUCTION

  • The Authority through the investment guidelines has decided to undertake development of Low-Cost Housing schemes in earmarked towns under socially and economically targeted investments.

  • Sites have been identified in Chitambo, Solwezi and Chinsali for the implementation and development of the Housing scheme, 100 No. housing units shall be built in Solwezi, 50No. units in Chinsali and 50No. units in Chitambo.

  • The nature of the projects demands a representative in form of a Clerk of Works to represent the client on site.
  • 2. METHOD OF ENGAGEMENT

    The Clerks of Works are to be engaged by NAPSA for a duration of two (2) years as individual consultants. The Clerks of Works shall be supervised by the Directorate of Projects.

    3. QUALIFICATIONS

    To be considered for shortlisting, a candidate should possess the following qualifications:

  • A minimum of 3 years’ experience in a building construction environment;

  • Bachelor’s degree in Architecture, Quantity Surveying, Construction Management or Civil Engineering;

  • Good report writing skills;

  • Understanding of the administration of the contract; and

  • Excellent oral and verbal communication.
  • 4. DUTIES AND RESPONSIBILITIES

    The Clerks of Works shall carry out the following duties:

  • Submit reports to the Project Manager at required intervals;

  • Co-ordination with Project Manager to obtain required technical inputs as necessary for carrying out field level tasks effectively and efficiently and in accordance with specified standards and specifications;

  • Maintain a daily diary, record events, information issues and observations;

  • Inform the client, through the Project Manager, of all works being performed in accordance with the contract;

  • Check drawings for discrepancies and seek instructions as required;

  • Notify the client of any problems arising and decisions required;

  • Supervise and monitor construction work, prepare measurements for works completed and in progress and verify bills for payment and assist the Quantity Surveyor in the preparation of IPCs;

  • Conducting Weekly Progress Review meetings at site level;

  • Assist Project Manager in contract administration and stakeholder management; and

  • Any other work related to the overall project as requested by the Project Manager.
