NMS Infrastructure of the UK has been contracted by the Ministry of Health of Zambia to design, construct and equip three 200-bed District Hospitals and 108 Health Centres

Job Title: Zambia Logistics Manager

NMS Infrastructure, Zambia seeks an experienced and proven manager to take on the tasks of the logistics management of all medical, non-medical and construction equipment items through each step from arrival in Lusaka to the point of issue to the Installation and Commissioning team or delivery to the end user.

Reporting to:  NMS Zambia Director and General Manager (in country) and NMS International Logistics Manager

Based at:  Lusaka with travel throughout Zambia

Qualifications & Experience:

  • Minimum of five years’ experience of work in a commercial environment
  • Thorough knowledge of logistics and supply chain processes desirable
  •  Excellent communication and management skills
  • University Degree preferred

Responsibilities:

The Zambia Logistics Manager shall manage the operation of the Zambian logistics function ensuring that all equipment items progress promptly and efficiently through each stage from receiving the pre-shipping information, arrival in Lusaka to the point of issue to either the Construction Team or the Installation and Commissioning team.  The post holder will provide the NMSI Zambia Director and General Manager, International Logistics Manager and UK based Project teams with a full logistics service that meets the programme objectives.  He/she will ensure that all goods destined for Zambia are received on time, offloaded, stored securely, transported to site and that stores are managed appropriately to support the respective Construction or Installation and Commissioning programmes.  He/she will manage logistics costs within the agreed budgets. He/she will be responsible to the NMSI Zambia Director and General Manager and International Logistics Manager for achieving the following for the project:

  • Equipment and materials are received at port (with pre-clearance where possible), warehoused or transferred to site, stored on site and made available at a time to suit the hospital construction programme and in line with the construction timetable as determined by the NMS Zambia Project Team.
  • Equipment items are received at port, cleared promptly and arrangements made for transfer to warehouse or site as required.
  • Logistics delivery forecasts/performance will be monitored on a weekly basis to including items stored in warehouses and to ensure on time availability of goods to site within the project budget and within the time frame provided by the overall project delivery timelines.
  • All goods are inspected upon arrival at site in order to ensure that they are as specified in both quality and quantity
  • Stores receipt and issuing programmes that take into account the installation programme.
  • Management, recording, security of goods from port-to-site and handover for installation.
  • Cost control within budget.
  • He/she will manage in country logistics staff responsible for warehousing and site storage during build and installation of medical equipment into hospitals.
  • The numbers of containers dropped on site are to be minimised due to handling and demur-rage costs.
  • Liaison with NMS’s chosen logistics provider to ensure that warehousing and transport requirements are minimised.
  • Liaison with sub-contractors in support of the project goals and to ensure that P&L requirements are represented.
  • Liaison with the Installation and Commissioning team to support installation and construction timelines.
  • Liaison with government departments for obtaining any necessary permits and approvals such as tax exemptions for clearance, VAT reclaims or specific transports permits for heavy/out of gauge.
  • Coordination with site managers to ensure that goods are loaded timorously and ready for dispatch to arrive at site for installation, ensuring availability of manpower or handling equipment as required.
  • Appropriate systems will be introduced to assist with receipt of: warehousing, transport, offloading and on-site logistics management.
  • All Shipping/Invoicing Paperwork is 100% accurate for goods delivered.
  • The NMS Project Delivery Team will be kept fully informed of the status of the goods whether in storage, in transit or on site by way of weekly shipping summaries.
  • Provide professional logistic advice to the NMSI Zambia Director and General Manager and International Logistics Manager on the port-to-site management of goods.
  • Implement a comprehensive stores management process for all project material and NMSI property, including audit and reporting systems and integrity of data.
  • Management and maintenance of the company vehicles, plant and assets to suit the needs of the project.
  • Effectively manage the Zambia Logistics Team to facilitate the smooth and effective running of the operation.

Skills and Experience

The successful applicant will have:

  • A clear understanding of tax exempt contracts, Zambian customs clearance and the legalities surround running a logistics operation in Zambia.
  • Computer literacy in MS Office and other forms of communication
  • A good record of management skills, cost/budget control and report writing.
  • A full Zambian Driving Licence.

The successful applicant will:

  • Have proven and successful experience as a senior manager/logistics manager for remote and extensive project-based commercial operations involving high value and sensitive material.
  • Be an excellent and experienced team leader who believes in the value of people and who will encourage others around him.
  • Have the management skills and gravitas to be able to deputise and stand in for the NMS International Logistics Manager with no loss of operational output.
  • Be astute, commercially aware with a working knowledge of business administration.
  • Be experienced in handling and optimising the effectiveness of a small team.
  • Be literate in the use of Microsoft Office, stores management systems, security systems and multiple forms of communications.
  • Preferably have experience in unsupported commercial environments.
  • Be experienced in the management of costs within budget.
