Description

The Radiation Protection Authority (RPA) is a regulatory body under the Ministry of Health. The Authority was established by the Ionising Radiation Protection Act No 16 of 2005 and it’s Amendment No. 19 of 2011. The mandate of RPA is to protect the public, workers and the environment from hazards arising from the use of devices or materials capable of producing ionizing radiation.

The Authority is looking for suitably qualified persons to apply for the following position:

PROCUREMENT OFFICER (1)

JOB SUMMARY

Reporting to the Head-Human Resources and Administration, the Procurement Officer will facilitate the timely acquisition of goods and services in line with the Public Procurement Act No.12 of 2008 to meet organizational requirements in a systematic and cost-effective manner and to ensure safe custody and high levels of accountability for all stores.

Main Duties and Responsibilities:

  • Timely Preparation of Procurement Plans and submission to ZPPA
  • Coordinate the development of specifications with User Departments
  • Provide guidance to Users in the raising of Purchase Requisitions
  • Preparation of Solicitation Documents & obtaining approval
  • Selection of appropriate Procurement Methods
  • Advertising Tenders to have a wider appeal
  • Leading in the evaluation of Tenders and preparation of Evaluation Reports
  • Assist in preparing Procurement Committee papers for submission to the Procurement Committee as directed by the Supervisor
  • Circulate Procurement Committee papers to Procurement Committee Members
  • Coordinate the timely preparation of Procurement Committee Minutes
  • Coordinate the timely preparation of Quarterly Reports for onward submission to ZPPA
  • Source goods and services as per approved PR Forms in line with the ZPPA Act and Regulations and other regulations that might come into play e.g.: cooperating partners
  • Preparation of Departmental Monthly Reports
  • Coordinate the setting of procedures and guidelines for stock keeping including raking
  • Conduct stock takes periodically, and stock takes bi-annually with independent teams.

Experience and Qualifications

  • First Degree in Purchasing & Supply or its Equivalent from a reputable University
  • Working Knowledge of the Public Procurement Act
  • At least three(3) years post Qualification Experience
  • Valid membership of the Zambia Institute of Purchasing and Supply
