FINANCIAL and ADMINISTRATIVE OFFICER

Responsible to: Country Director and Project Manager (or any responsible staff assigned by Headquarter)

Qualifications /Skills Preferred

  • University degree in Accounting, Finance.
  • Minimum 3 years of working experience with international NGOs.
  • Spoken and written English fluency.
  • Knowledge on International Accounting Standards (IAS).
  • Experience in using accounting software is advantageous.
  • General math skills.
  • Computer skills (Word, Excel, Power Point, and web browsing).
  • Leadership and time, task, and resource management skills.
  • Issues identification and problem-solving skills.
  • Critical thinking, coaching, interpersonal, and verbal and written communication skills.
  • Familiarity with budget planning and enforcement, human resources, and customer service procedures.
  • Attention to details, deadline-oriented, confidentiality.
  • Respectful, grateful, graceful, honest, proactive, motivated, positive thinking and punctuality.

Job Description

Finance

  • Document financial transactions by entering account information.
  • Update and maintain filing system related to finance.
  • Participate in counting cash and collate with the data input on a weekly basis.
  • Prepare payments by verifying documentation, and requesting disbursements.
  • Perform full set of accounts closing, bank reconciliations, and cash reconciliations.
  • Liaise with banks for all finance matters and transfer under the instructions of Country Director and Project Manager (or any responsible staff assigned by Headquarter).
  • Ensure monthly payment of salaries, incentives, social insurance, personal income tax, and all governmental fees under the instructions of Country Director and Project Manager (or any responsible staff assigned by Headquarter).
  • Be aware and prepare the necessary payment accordingly for all the activities of the organization both in the office and the field.
  • Recommend financial actions by analyzing accounting options.
  • Summarize current financial status by collecting information; preparing balance sheet, profit and loss statement, and other reports.
  • Substantiate financial transactions by auditing documents.
  • Maintain accounting controls by preparing and recommending policies and procedures.
  • Reconcile financial discrepancies by collecting and analyzing account information.
  • Secure financial information by completing data base backups.
  • Maintain financial security by following internal controls.
  • Follow up the transactions from requesting payment to clearance.
  • Answer accounting procedure questions by researching and interpreting accounting policy and regulations.
  • Comply with financial legal requirements by studying existing and new legislation, enforcing adherence to requirements, and advising management on needed actions.
  • Prepare special financial reports by collecting, analyzing, and summarizing account information and trends.
  • Closely communicate and consult with Country Director and Project Manager (or any responsible staff assigned by Headquarter) in proceeding all the financial process including but not limited to the audit.
  • Communicate with auditor when needed.
  • Accomplish the result by performing the duty.

Administration

  • Manage day-to-day operations of the administrative tasks.
  • Developing, reviewing, and improving administrative systems, policies, and procedures with Country Director / Project Manager (or any responsible staff assigned by Headquarter).
  • Ensuring office is stocked with necessary supplies and all equipment is working and properly maintained.
  • Working with Country Director / Project Manager (or any responsible staff assigned by Headquarter) to set budgets, monitor spending, and processing payroll and other expenses.
  • Planning and scheduling events, including meetings, conferences, interviews, and orientation sessions.
  • Collecting, organizing, and storing information using computers and filing systems.

Perform other duties as required.

Salary and Allowance

  • Salary will be accessed based on qualifications and experience.
  • Allowance is subject to the rules and practices of the employing corporation.
