Description

The Southern Provincial Health Office under the US President’s Emergency Plan for AIDS Relief (PEPFAR) Project through a Cooperative Agreement (CoAg) with the US Centers for Disease Control and Prevention (CDC), is seeking for eligible, self-motivated and qualified applicants for the positions listed below for the various levels (Provincial, District, Facility and Community)

(A) PROVINCIAL LEVEL

JOB TITLE: ART COORDINATOR – PEADS (01 POSITION)

Purpose: The Position is part of the project management team whose main responsibilities will be to build and strengthen the District and Facility level capacity to deliver quality HIV services. The Position holder will work in collaboration with other program Officers to ensure the SPHO meets its annual targets in the Key Indicators towards achieving epidemic Control. The job holder will provide expert technical and leadership oversight and support in the province (Province, District, facility, and community) as needed to improve Pediatric HIV Case identification, linkage to treatment, retention, and viral suppression.

Responsibilities:

  • Work through existing MOH structures and systems to build the capacity of all health facilities in the province to provide quality Pediatric HIV services;
  • S/he will support the technical staff serving under the project and other Ministry of Health staff and will review and monitor work plans and performance monitoring plans and provide timely feedback;
  • S/he will work with other staff within the ministry functionaries to guide health facilities, tracking progress against performance indicators as part of the project’s Performance Monitoring Plan and semi-annual and annual portfolio review processes;
  • The jobholder will work collaboratively with other staff within the ministry and project staff to build local capacity on implementation of special initiatives (e.g. Differentiated Service Delivery (DSD), and other HIV prevention, treatment, care and support strategies to improve Pediatric HIV services;
  • S/he will work with the provincial, district, and hospital technical leads for HIV programs to plan and monitor implementation of activities and ensure that CDC-supported activities are responsive to the national strategies for the areas;
  • The jobholder will be responsible for finding creative solutions to challenges identified at sites and Provide targeted and data-driven clinical mentorship to staff
    for pediatric care services, including PMTCT in health facilities and monitoring of improvement in services;

Qualifications:

  • Grade Twelve (12) Certificate with Five (5) O’ Levels
  • Medical Officer/ Medical Licentiate / Clinical Officer
  • Minimum of five years of work experience in HIV programming with progressive responsibilities, with minimum of three years of working for programming interventions.
  • Experience in clinical management of HIV patients based on the Zambia Consolidated Guidelines for Prevention and Treatment of HIV infection
  • Demonstrated application of technical principles and concepts in HIV program coordination. General knowledge of other related disciplines to ensure proper cross-sectoral approach.
  • Experience in facilitation and training applying adult learning principles and practices, clinical mentoring and coaching.
  • Experience with program monitoring and evaluation, including applying data collection tools and methodologies, data analysis, and data presentation.
  • Experience and skills in networking and relations with donors, peer organizations, and faith-based and civil society partners. Understanding of partnership principles.
  • Proficient in MS Office packages (Excel, Word, PowerPoint), Web Conferencing Applications, information and budget management systems, knowledge-sharing networks.
