The Elizabeth Glaser Pediatric AIDS Foundation is a global leader in the fight against pediatric HIV and AIDS. We’re working in 16 countries and at over 7,000 sites around the world to prevent mother-to-child transmission of HIV and give children and families who live with HIV and AIDS a chance for a healthy future – with a mission to eliminate pediatric AIDS and ensure no HIV infected child progresses to AIDS. In Zambia our work mainly focuses on supporting the MOH (under funding from Centers for Disease Control) to develop, deploy and train on the National Electronic health record system (SmartCare), additionally we do provide national level TA on key health system support activities.

Position: Associate Director Clinical Services (ADCS)

Location: Lusaka

Job Summary: Reporting to the Country Director, the Associate Director Clinical Services will have supervisory and managerial responsibility over all clinical aspects of overall program design; management; reporting; representation, coalition development and networking; research and documentation; advocacy, and resource mobilization. The ADCS ensures that the EGPAF Zambia Program is technically sound, well planned, and executed with quality, accountability and measurable impact. S/he maximizes budget resources and personnel development and remains flexible in a continually changing environment.

This is a high level leadership position within EGPAF Zambia that will be part of the Executive Leadership Team. S/he will lead a strong team of project Managers engendering a collaborative team spirit focused on achievement of program goals and objectives. The ADCS will ensure EGPAF Zambia program is technically sound, well planned and accountable with measurable impact. The position will also ensure program implementation is consistent with EGPAF strategic plan, values, mission and vision.

Responsibilities

Specifically, the ADCS is responsible for the following:

Strategic Leadership and Management
  • Participate in the senior management as a member of the ELT
  • Lead in the development and oversee the implementation of Clinical program strategies in line with EGPAF’s mission, vision, and the strategic plan
  • Participate in projects’ annual, quarterly, or bi-annual planning and reviews to provide clinical input
Program Management
  • Provide direction and leadership in program implementation focusing on a coordinated approach that fosters complimentary delivery of services by the different projects; UNITAID, ELMA, EJAF, Survive and Thrive and Live Free(SmartCare)
  • Support program goal and objectives through the development and management of work plans by personal application and delegation of responsibility, performance management and professional development
  • Impart a unified strategic vision and ensure that program activities lead to achievement of program goals and objectives in a timely fashion;
  • Contribute to development of new business proposals, especially in project design and strategy;
  • Provide managerial and programmatic oversight including day-to-day direction to/supervision of the non-Live Free Project Managers
  • Provide clinical mentoring, coaching, and capacity-building/training to staff, as needed.
Technical Quality
  • Oversee development and updating standards for comprehensive HIV/AIDS programs in Zambia
  • Adapt and localize EGPAF’s global standards and program optimization approaches and promote their use in Zambia programs including standardizing operating procedures
  • Provide technical assistance by serving on relevant Technical Working Groups (TWGs) of partners, donors, and Government of Zambia
  • Provide technical assistance to Project Managers, including reviewing and providing technical inputs in their work plans and budgets to fit in the overall program
  • Provide technical assistance to EGPAF Zambia sub-grantees to ensure the best HIV outcomes are realized from these sites
  • Oversee training, follow-up support, and supportive supervision as necessary using nationally accepted materials (including PEPFAR SIMs tool) and program and mentorship standards for implementation
  • Contribute to evidence-based technical standards of EGPAF global technical team’s efforts
  • Stay abreast of and make available to colleagues new developments, guidelines, and approaches to HIV prevention, care, treatment and support
Reporting
  • Coordinate non-live free project technical reporting and contribute to Live-free technical reporting according to defined reporting schedule for EGPAF, partners, and stakeholders
  • Compile monthly report from project Managers and ensure it meets expected technical standards
  • Review all program reports for technical soundness and quality and advise accordingly
Representation
  • Establish and maintain regular contact with donors, beneficiary groups, and partners and liaise and co-ordinate with the appropriate government and private sector bodies, whenever appropriate, to ensure successful program implementation
  • Participate in strategic meetings, forums, and processes to stay up-to-date with unfolding events or issues and ensure that EGPAF is best placed to advise donors and partners on such events or issues
  • Represent EGPAF at meetings and other events as necessary
  • Promote media coverage and other means by which to strengthen EGPAF’s profile in Zambia
  • Represent EGPAF in global, regional, national meetings and any other meeting as required by the Foundation
Required Qualifications and Experience
  • Medical Doctor with an MPH or a related post graduate qualification with at least 5 years’ experience in HIV/AIDS/TB care, treatment and prevention
  • At least 3 years’ experience designing and implementing HIV/AIDS/TB programs, facility and community-based
  • Experience in managing a large health program, working for an HIV/AIDS/TB NGO
  • At least 2 years’ experience working in a developing country context
  • Experience coordinating with Ministries of Health, other donors, NGOs, USAID and CDC
Knowledge, Skills, and Abilities
  • Excellent oral and written communication skills; (English, Bemba and Nyanja)
  • Ability to interact at policy level and facility level with ease
  • Excellent computer and word processing skills (experience using SmartCare a plus)
  • Strong analytical and report writing skills
  • Ability to analyze and interpret data for program improvement
  • Willingness to travel within Zambia, work extended periods in the field and interact effectively with local communities, and to learn new approaches
  • Ability to work and deliver results with minimum supervision
  • Demonstrated ability to work as a team player in a multi-disciplinary and multicultural team setting. Personal Traits, Qualities and Aptitude
