Description

Winrock is seeking a professional to oversee the grants under contract for an anticipated USAID-funded project in Zambia to scale up clean cooking technologies and fuels, while reducing charcoal production and use. The Grants Manager will help to develop, create, and manage a granting mechanism for the project utilizing industry best practices. This position is contingent on receipt of donor funding.

 

Essential Responsibilities:

 

  • Publicize challenge grant opportunities, and coordinate and manage proposal review process
  • Ensure grants align with program alternative livelihoods objectives and respond to local needs
  • Build financial and administrative capacity of grantees as needed and coordinate with project technical staff to assist grantees to achieve their targets and milestones
  • Coordinate with relevant Home Office Management team, Contracts staff, program staff to develop, analyze, review and negotiate contract documents related to program’s challenge grant component
  • Review sub-award modifications, if any
  • Notify COP, DCOP and Home Office of problems and risks, and initiate mitigation measures
  • Provide guidance and advice to program staff on compliance and capacity development issues
  • Vet all issues outside of standard policies and procedures with Home Office
  • Maintain high ethical standards of integrity; respect confidentiality and represent Winrock International at all times

 

 

QUALIFICATIONS AND EXPERIENCE:

Education:

  • Degree in business, finance, or related field

Work Experience:

  • A minimum of seven (7) years of progressively responsible professional experience
  • Zambia experience
  • Experience administering and managing grants-under-contract working for an USAID implementor
  • Demonstrated ability to work collaboratively with private sector and NGO grantees
  • Experience managing challenge grants and/or similar grant mechanisms, including but not limited to in-kind grants and FOGs
  • Experience with building capacity of grantees
  • Experience supporting alternative livelihoods projects

 

Skills:

  • Excellent oral and written communication skills in English
  • Financial management skills and experience
  • Sound knowledge of international donor contracts, financial and accounting regulations and procedures, particularly USAID contract regulations
  • Computer literate in word processing, spreadsheet, and presentation software (Microsoft)
