Position: Health, Safety and Environmental Assurance Officer (HEA)

Reporting to: WASH Project Coordinator

Location: (Matapala Camp) Nchelenge

Purpose of Position

Ensure compliance with health and safety laws and environmental safeguarding for employees, and refugees in the camp. Coordinate other relevant departments within the organization in limiting harmful environmental factors through orientations and inspections of operational sites in delivering quality works, to deepen the organization’s commitment to the most vulnerable children in emergencies.

Major Responsibilities

Provide Technical Support

  • Effective implementation of Environmental health and safety policies and procedures as per local Zambian regulations.
  • Ensure compliance with health, safety laws and environmental regulations (i.e. The Occupational Health and Safety Bill 2010 and Environmental Management Act No. 12 of 2011).
  • Ensure prevention of occupational diseases and accidents.
  • Identify hazards associated in the environment and recommend mitigating measures.
  • Identify which employees and refugees who are affected by the hazard and explain the extent of hazard and report accordingly following the right procedures.

Risk Management

  • Identifying, Investigating and resolving any matters that may be a risk to the health and safety of employees, partners and refugees with practical recommendations proposed for the identified risks.
  • Formulating, reviewing and disseminating to the employees and refugees the risk assessments, rules and standard operating procedures relating to health and safety to be carried out in the refugee camp.

Monitoring and Reporting

  • Periodically conduct environmental and social impact assessments.
  • Prepare a risk identification and management framework.
  • Reporting on Health and safety and give recommendations to ensure safeguarding
  • Monitoring of or random site inspection.
  • Submit reports covering key performance areas.
  • Documentation of best practices and writing reports.

Collaborations

  • Represent World Vision in various key coordination meetings related to health and safety, environmental social safeguards and relevant regulations at field level.
  • Technical Working Group (TWG) at district level for alignment to National priorities.
  • Conduct health, safety safeguards, and environmental regulations’ orientation and training to raise awareness.
  • Relate with the P&C Officer and Risk Enterprise Manager on Staff care and risk issues for resolution.
  • Participate in Prevention of Sexual Exploitation and Abuse activities
  • Show spiritual maturity, integrity and energetic personal sense calling, through attendance of daily devotions and other spiritual nurture programmes.
  • Perform any other duties as assigned

Education Qualifications, skills, training and experience requirements

  • Degree in Environmental Health and Safety or equivalent field with minimum 2 years’ experience in the relevant field.
  • Good Knowledge of health and safety legislation and regulations,
  • Experience in health and safety management and risk assessments.
  • Knowledge of WV child and adult safeguarding policies.
  • Knowledge and understanding of the Occupational Health and Safety Bill 2010.
  • Computer literate in MS Office package i.e. word and excel.
  • Affiliation to any Health Institution or relevant institution
  • Knowledge and understanding of World Vision operations would be an added advantage.
  • Ability to work in a cross-cultural environment and functional teams.
  • Other Competence

  • Must be a Christian and willing to attend daily devotions
  • Good knowledge of planning, monitoring and evaluation.
  • Excellent interpersonal and communication skills.
  • Demonstrate knowledge of analytical and decision making skills.
  • Ability to manage conflict and negotiation skills.
  • Strong networking, liaison and donor engagement skills.
  • Training and facilitation skills.
  • Work Environment

    • Work environment: Office-based 20% and Field 80%
    • Travel: International as required.
