Position: Sub granting and Capacity Building Officer – Prevent Sexual Gender Based Violence (S&GBV)

Location: Project Management Unit – Kasama

Reporting to: Project Finance and Administration Manager

Purpose of Position

The Sub granting and Capacity Building Officer will lead the Financial Support to Third Parties component of the project. To ensure capacity building for Co-Applicants, Gender Sub Committees and Third Parties. Facilitate the process of call for applications and support reviews for Co-Applicants in organizational capacity development. The Sub granting and Capacity Building Officer will review performance of sub-grantees in accordance with led down procedures and standards as well as ensure EU compliance.

Major Responsibilities

Lead organization capacity development (OCD) for Co-Applicants, sub grantees and Third parties in Northern province.

  • Support Co-Applicants and Third parties to conduct organization capacity assessments
  • Facilitate development and implementation of organizational capacity improvement plans
  • Support Co-Applicants and Third parties to conduct reviews for organizational capacity improvement plans

Work with the project partners and stakeholders to identify CBOs/FBOs for capacity building and sub granting.

  • Demand creation for FSTP through information sharing and awareness
  • Facilitate the process for Call for applications, review of applications, final selection and award

Development of sub granting guidelines and strategies and ensure successful implementation of them

  • Facilitate development of sub granting manual
  • Ensure adherence to sub granting manual prime, co-applicants and Third parties

Regularly Conduct Monitoring and Compliance visits to all Third Party partners

Conduct quarterly

  • Conduct Quarterly compliance visits to all Third Party Partners
  • One success story from each sub grantee per Quarter
  • Submission of Quarterly progress reports

Lead the coordination mechanism for Third parties

  • Develop coordination guidelines for sub grantees
  • Support sub grantees and Third parties conduct quarterly coordination meetings

Monitor successful execution of sub grant agreements by Third parties

  • Support Third parties to adhere to grant award agreements
  • Report and recommend any diversion from the grant award agreement

Other responsibilities

  • Support Third parties to successfully implement activities funded under the sub granting agreements for Third parties
  • Participate in the planning of annual, quarterly and monthly activities of the Project
  • Show spiritual maturity, integrity and energetic personal sense calling, through attendance of daily devotions and other spiritual nurture programmes.

Qualifications, Education/Knowledge/Technical Skills and Experience

  • Degree in any social Sciences and/or degree in business management/administration
  • Minimum of 2 years’ experience in sub granting and local organizational capacity building
  • Experience in sub-granting and DFID, EU and any other donor corporations.
  • Ability to build relationships with, mentor and train Community Based Organisations/Faith Based organization
  • Strong understanding of local CBOs/FBOs in Zambia
  • Proven experience and ability in stakeholder engagement and collaboration
  • Proven skills in verbal and written communication.
  • Experience in group facilitation, training and capacity building.
  • Strong analytical skills and knowledge in Gender Based Violence
  • Strong reporting abilities
  • Computer skills in Excel, Power point, World and other Microsoft package
  • Good planning and organizational skills

Other Competencies/Attributes

  • Must be a committed Christian, able to stand above denominational diversities.
  • Attend and participate/lead in daily devotions and weekly Chapel services.
  • Perform other duties as required.

Working Environment / Conditions

  • Work environment: Office-based with frequent travel to the field
  • Travel: Domestic/international travel is required.
