The Authority is seeking highly motivated, suitably qualified and experienced Zambian nationalsto fill the following vacant position on fixed term employment contract:

SAFETY, HEALTH AND ENVIRONMENTAL OFFICER – BGHES

JOB PURPOSE

To ensure that the Authority’s Occupational Health and Safety Policy and Procedures are implemented, and that the Authority is compliant with health and safety legislation and other requirements in order to ensure prevention and reduction of hazards and other aspects. To ensure prevention of accidents at the project site and ensure the health and safety of employees, the general public and property as well as ensuring environmental protection.

Under the Supervision of the Project Manager – Batoka Gorge Hydro-Electric Scheme, the Safety, Health and Environmental Officer – BGHES will carry out the following KEY
RESPONSIBILITIES: –

  • Conducting Hazard/Aspect Identification, Risk/Impact Assessment and Control

  • Ensuring development and maintenance of health and safety programmes

  • Conducting HSE Training and awareness to employees and affected parties

  • Ensuring that health and safety meetings are scheduled, held and attended as per

    statutory and systems requirements and guidelines and issue periodic feedback to

    Management.

  • Ensuring that the Authority’s respective policies are implemented including the

    Occupational Health and Safety Policy and Procedures and the HIV/AIDS Policy and

    Procedures.

  • Developing Terms of Reference for Environmental and Social Impact Assessments

    (ESIA), participating in the ESIA process including reviewing of both the ESIA and the

    Environmental and Social Management Plan (ESMP) by consultants prior to

    environmental regulators’ review.

  • Monitoring Contractors in implementing the ESMP, Employer’s OHS Guidelines as well as the Contractor’s Health and Safety Plan.

  • Conducting Internal HSE Legal and Systems Audits and Inspections as well as developing Audits/Inspections Remedial Action Plans to ensure findings’ closure.

  • Ensuring legal compliance including permits, licenses, medical surveillances, good hygiene practices and other compliance obligations.

  • Ensuring emergency planning (Preparedness and Response) systems and procedures.

  • Reviewing Method Statements developed by the contractor against all high-risk project works and ensure adequate and effective controls are implemented
  • QUALIFICATIONS AND EXPERIENCE

    • Grade 12 Certificate with 5 ‘O’ levels of credits or better
    • A Degree in an Environmental Field / Health and Safety or other relevant discipline
    • Relevant professional certificate in Health, Safety and Environment
    • Relevant Postgraduate Degree in Projects Management will be an added advantage
    • Experience in a construction project-site or mining environment would be an added advantage
    • Computer literacy
    • Clean Class B driver’s license
    • Membership of a Professional Body
    • Five (5) years relevant experience
